Describe the bug

As I reported issue #5117 of spacing issue, the framework removed all the spacing utilities which might cause an issue if someone changes Bootstrap configuration.
But still, there's one in form tags component: https://github.com/bootstrap-vue/bootstrap-vue/blob/dev/src/components/form-tags/form-tags.js#L533
