proj: modernize project environment

Primarily introducing `uv`. Also bump minimum Python to 3.9.

- remove reportImportCycles from pyright config because that doesn't
  respect the `TYPE_CHECKING` flag so doesn't actually report useful
  cycles in a project like this where some types are recursive.
