Summary

When trying to run a test release, I learned that the Insight package is no longer maintained and no longer works on a fresh install. This PR removes it from the 3.6-stable branch.

Checklist

  • New tests have been added to show the fix or feature works
  • Grunt build and unit tests pass locally with these changes
  • If needed, a docs issue/PR was created at https://github.com/jquery/api.jquery.com
