PR summary
Started taking #25942 offtrack so integrated those comments into a revision and gonna hide em there. Also pulled in the why from the contributors guide 'cause wanted to make more explicit/set expectations that it's not a difficulty level thing. The language around duplicating PRs might be slightly charged, but it's another case where I'm hoping articulating why we want certain behavior might be more persuasive than just asking for it.
