Looks like the failure was fetching the pytest inventory files for cross linking, restarted the build. |

Close #26261.
We added manual TOC entries to get the depth=2 to work on users/explain/index.rst. However, that adds two TOC entries to the sidebar. Remove the manual entries and use
:includehidden:in users/explain/index.rst. Locally this works fine to remove the double entries and maintains the look of users/explain/index.htmlPR checklist
