PR summary

Now arm64 runners are in public preview: https://github.blog/changelog/2025-01-16-linux-arm64-hosted-runners-now-available-for-free-in-public-repositories-public-preview/ This should run much faster than emulated builds.

This PR does not enable testing as done in #24597, but we might consider it.

(Also removed the unused MPL_DISABLE_FH4 environment variable since we moved to static linking.)

This should run much faster than emulated builds.

Ubuntu aarch64 has already finished all builds, and x86_64 isn't even finished the first Python 3.13 builds. Maybe we do also want to try testing there too...

I'm inclined to merge this now and follow up with a second PR to run some testing on arm.
